I have a device with load cost of 21 that will not unload in port size 2. What do I need to do to unload it? What is the combination of port size and naval support to unload devices?

Is the ship small enough to actually dock at that port? That can make a difference too. Don't know the formula that you asked about.

witpqs is most likely spot on. Allied radar sets for example do not seem to unload at a port where the ship cannot dock. It may in time, but who has the patience? I have an extra set at Pearl for Midway.[;)][:D]

These are tractors and 7 out of 16 already unloaded. The TF was not docked, but I see that tractors already unloaded without any issues during the initial Lingayen invasions in the past when Lingayen was port size 1.

On a side note, these are 8 artillery pieces with 16 tractors, which makes 2 tractors per artillery piece.

Will artillery move without tractors, if yes what are the tractors used for?

Only when unloading on friendly ports the device size is a limiting factor. Unloading at hostile bases is considered an amphibious invasion and works differently (here the capability to unload devices is not tied to port size, instead there is a much higher chance of damaging/destroying devices whilst unloading).

This is the reason why you were able to unload a number of high load cost devices when you invaded the base, but are stuck stuck on the ships after you captured the base.

Maximum possible device load cost to unload (as well as unload speed) at a friendly port is tied to:
- Port size
- Naval support present (or shore party in DBB)
- Port damage
- TF type (Amphib vs. Transport)
- Ship type (e.g. AKA vs xAK)

Beyond size 2 ports nearly all devices should unload without issues. IIRC on size 1 ports there are still problems with motorized support, engineer vehicles, radar devices, large caliber arty pieces, and the likes. With sufficient naval support even there unload of large devices becomes possible.

Arty units can be moved without any tractors.

well, tractors are in this case used just as "filler" for historical accuracy. And i asume that tractiors have smaller load cost, so they were unloaded easier.
And it depend on your resources/time - when you plan to unload biiger equpment (like radars) on 1-2 ports - bring here naval suport to ease unloading or jus enough engeniers to expand port size :)
and yes, docking of ship - even only 1 in whole tf - can make live much easier.
