Command and Conquer or Doom aren't Grounded in historical fact either but Heroes of the Pacific and Battlefield 1942, Call of Duty are. So they are wargames to me.

I think you need to read this part again very carefully:
quote:

a general consensus exists that all such games must explore and represent some feature or aspect of human behaviour directly bearing on the conduct of war,

Would you consider: Strategic Command WWII Pacific Theater a wargame?

Platforms:PC
File size:196.11 MB
Categories:Strategy (<---) notice it says strategy not wargame.

So, the "general" consensus would be it's a wargame albeit a strategy one? So, then why not a first person shooter? A wargame albeit a first person shooter one? [:)]

One thing that leaves something to be desired in Panzer General/Corps, Battle Isle, and the likes is stacking. So in future operational/strategy games with similar gameplay like those, I'd like to have some more stacking than surface and air units in same hex. In addition combat would involve more than 1 unit at a time, where strength of one unit will negate weakness of other. Like presence of friendly infantry would offset Close Defense (Panzer Corps term) value of armor. Age of Wonders 3 does a lot of right here.

Developers of Order of Battle: Pacific, are you paying attention here?
