Hmm, strange. You should be able to get at least level 1 airfield by then. What's the percentage number of the work? You know the percentage tells you how much work has been progressed. It seems that in real history Japan din't start to consruct an airfield on Shortland Islands until November 26, 1942. The 18 Construction Unit (Kenselsui Tai), under the command of Engineer Lieutenant Commander Norihiko Ozaki, arrived on the island on November 26, 1942, and British prisoners arrived a month later from Rabaul and started to build an airfield on Ballale Island, Shortland Islands.
