means you need to reinstall DirectX 11 to run the game, as there's been a fault, it's either not installed at all or some is missing,
or your download isn't complete, as it's missing a cab file, the cab file in question is a standard DirectX one so may have become either corrupt or is missing from the download.

A sharing violation occurred while accessing filename.
Explanation:
The file you are trying to access or copy is in use by another program.
User Action:
Try again later.
or see if a box is onscreen and hidden under something else, waiting for you to click install etc
