In my ongoing game as Japan against AI I stumbled upon the following:
Scenario 1, tested with x7 beta

1.
There are some airgroups, that are permanently restricted (eg: Yokosuka KuK-3 (turn 1 starting positition Yokohama)).
In my understanding that airgroups should never get unrestricted.
But when you create an Air Combat TF (eg. with the CVE Hosho (starting position: Hiroshima)) or have one in range, you can transfer it to the carrier, which results in changing the airgroup to "Independent".
This works for all airgroups, that can be stationed on a CVE (or CVL, CV).

2.
Moreover all groups with fixed sizes (no remaining scheduled change of the number of planes) may be resized to the maximum carrier capacity.
(eg: Ominato KuT-1 transfer to Zuikaku, results in getting "Independent" and resize to 72 (!) is possible)

Is this a bug or a feature?

1. I think this is a well-known "issue".

2. This is a feature.

1.They are supposed to be training squadron so if you don't use them for training you don't get pilot.
2.Send them to Akagi so you get 80 planes, US get 90 planes ! [:D]

You can use both in tandem to create very large training squadrons.

I've seen these squadrons in action and I don't think it's a huge deal. You still need airfields and aviation support, not to mention all the supply they consume when flying missions...

I resized many of these squadrons in my Japan game. I have one Claude unit that can train 108 pilots at a time, but it still takes many months to get them adequately trained... The others resized on smaller carriers.

Oddly, I'm finding that my real bottleneck is in training patrol pilots. My float plane production is still trying to fill out all my units in September, but I'm actually really short of pilots to fly the planes. Going to be lots of on the job training...

well, what is the point of alll tehe fiddling with game engine ? if you play against ai simply increase size of your groups to desired size in editor.
If you play against human, you need to talk with him, if is this allowed (for booth sides).

The Allies can do the same thing, if only to a lesser extent as they don't have "unlimited" pools. It's not really a huge deal. Good thing my opponents and I don't use HRs.
