Start a New Game:Other Empires:
There is an option, under Size, when adding empires manually, titled Pre-Warp, and Starting.
The Player-based Version of these options only allows for Starting, and not Pre-Warp. (Your Empire: Size)
What are the differences for the AI settings, between Pre-Warp, and Starting.

"Starting" expansion gives the AI a few mining bases on important resources in their home system, and possibly in the next closest system.

Paragon, did you mean expansion, or size? Im using Manually Generated Empires, not Auto.
Understanding this correctly would mean that to be on an exactly even keel from the start, I would set Starting for my Empire(Start a New Game: Your Empire:Size), and Pre-Warp(Other Empires: Size(Manual Empire Mod Box)) for the AI Empires?

Yep, that's exactly right. It's a bit of an annoying discrepancy.
