There is no such tech - Aside from the Resupply and Carrier ship roles, the rest of them are exactly the same. The only difference is that the game has pre-designed ships for each role.
You can make tiny Capital Ships, or Escorts the size of the biggest ship you're allowed - It's just there to help the AI define their attack/defend roles.
