Maybe they revolt and refuse paying taxes? That is not so bad. What makes them revolt is poor happiness. In the colony screen you can see what influences the happiness. Important positive happiness modifiers are: - high development level - Empire reputation - (recreation and medical centers) Potential negative modifiers of size. - unhappy about recent conquest - War weariness - War with own species And possibly some more. A fresh colony typically lacks in development level. Give it some time and the civilians ship in resources. And a tax rebellion with 0 revenue hardly hurts. For a fresh conquered colony it is often a mix of war with own species, newly conquered, and low development. All are cured with time.
