Automatically, or do I have to set it to trade them somehow?

I am asking because the stockpile for some of the luxury goods that I produce in my empire is getting quite big, which is surprising since they are supposed to be rare to very rare.

Of a nearby AI need them, they will buy them unless there are trade sanctions. Only "ultra rares" have special rules. And no, resources are not _that_ rare :)
