As this facility currently stands it is a fairly useless one. It only helps restore planet quality after a disaster. Anyway we can possibly make this facility more useful? How about allowing it to improve the baseline of a planet's quality?

Unfortunately this is not possible, still, even restoring planet quality after a disaster/bombardment is fairly useful... my last empire game I was getting hit with lots of super-earthquakes.

(Slightly off topic)

My home planet's quality got decreased to about 80% or so from 95% or so in an earthquake. But after sometime it got restored to the older quality again on it own. Any idea how/why this happened? Is it normal? This did not happened to another planet though. (disclaimer: I am playing only my first game)

Planets normally regenerate back to their original value. Which further emphasizes the uselessness of the terraforming facility

Yea, I rarely build them unless it is early/mid game and I happen to have the tech and very few colonies. but usually by the time I have it , I have 100s of colonies and its not even worth the mouse click.
