Possibly, depending on what the scenario author has programed. You can always reduce the size, but then again if you use your own, they will be small as well. Often, if the scenario is playable by multiple sides, the Ref Pts will be set for missions which are inactive for the human side - so can be deleted, but they may also be linked to an event or a trigger. If a scenario is playable by only one side, I wouldn't delete any RPs as the author has no reason to put them there except for events and triggers. RPs are only good for one side, so uncontrolled allies or enemies won't be affected ( I think there is a suggestion to change that though, so that may not always be true) You could always ask the author and he can let you know, or at the risk of giving up secrets, you could go into the editor and check what the RPs are linked to.
