In my current game found one system with Zentabia Fluid and all the other 14 empires are angry with me. That prevents me from getting any Trade Agreements apart form Atuuk but we all know who they are [8|]. I looked in diplomacy and empire policy screen.

If you control it, then go to the diplomacy screen that lists all the empires. Click on one of the empire flags so it will bring up the empire information. At the bottom of that screen there is a little white check box with text mentioning if you are trading the super luxuries with that empire or not. Click on it; you are now allowing those resources to be traded with that empire. Repeat with any other empire you want to trade with.

I have a related question - is there any downside to trading superluxury resources to the entire galaxy, once you get access to them?

It seems that the diplomacy bonus is applied immediately, and isn't contingent upon how much of the resource they cart off every year. So there doesn't seem to be a downside to trading with every civilization in the galaxy.

The only downside is that you are potentially helping an empire that you might go to war with in the future. Of course as you noticed, that's IF they are trading for it from you. If they don't know the source, or a port that has it, or have ships that can reach it, or if your ships don't transport it to them, then you will get the diplomacy bonus without them getting the economic bonus.

So yeah, if they don't have your territory maps and they are faraway, then I don't think much is getting to them. Just look at your trade volume to give you an idea of how much trade is going on.

I have Loros Fruit and trading it prevented war with the Gizureans. So for easy aggression without a declaration, withholding trade of the super luxuries is a valid option.

It's fun to provoke an aggressive empire to declare war on you. Be an a@@ without the reputation hit. Doesn't work very well if you have a huge military.
