Some bug empire has blockaded one of my gas mines. It seems that
only the blockade initiator can remove the blockade. I would like
to remove the blockade with a barrage of epsilon torpedoes. Is that
possible?

You can remove the blockade fleet that way, yes. I think it also clears the blockade status, but I don't recall for sure one way or the other. Be advised that handling the matter in this fashion may damage your reputation and possibly start a war.

I have also sent a diplomat with high diplomacy to their capital and after awhile they quit on their own. Its just one mining station so think about it before starting a war. Look at their military strength too.
