1) partisans are generated from the cities and the countryside, more as the game goes on. garrison cities and urban hexes as you see fit, these garrisons become more necessary later in campaign. See manual for garrison size ( there is a on map function, hotkeys or something, that will highlight the garrison requirements on map, red yellow, etc. the best partisan defense is an extensive rail net so make sure all your construction bns get deployed. the construction bns deploy automatically and you have no control over where they go. If you are unhappy with what they are doing then do "return to hq" on the counter and let them redeploy. You get max (fastest) deployment if the HQ doesn't move. the corp hq have to move to supply the offensive, the army and army group can stay put until all the const bns have deployed. Don't forget the allied hqs. 2)countryside no influence, cities yes depends on garrison
