Which is best played against an allied AI:

-Reluctant Admiral 7.0
or
-Dabigbabes B

or is none of them designed to play agianst the allied AI?

Correct, neither is.

I don't follow the Reluctant Admiral family but it is apparently based on the DBB family.  As such there will be an Allied AI so you can fire up the game but the AI has not be optimised to fully take into account the changes from stock.  IIRC Andy Mac says its takes about 100 hours to write a single AI script.  Quite understandable why the 1000 plus hours for writing the new scripts has not occurred.  But it gets worse than the time investment because Symon did attempt to write up new ones but found that some of the much loved changes introduced by DBB were virtually impossible to be translated into a viable AI script.

Bottom line is that the best optimised Allied AI scripts are those written by Andy Mac for the stock scenarios but even there the Japanese scripts are better.  There are Allied AI scripts for RA and DBB but those mods are intended primarily for PBEM play.  If not prepared to play stock your best bet is to play DaBabes light which is compatible with stock.

Best AI games are the Ironman series that Andy Mac has built. They are fantasy games, but they will provide a good opponent for quite some time.
