I have tech trading turned on and want to trade some tech with a friendly empire, but I cannot. I know they have techs I do not have via spies. What is required for me to be able to buy their tech? Is it my diplomatic standing to them? My global reputations? Do I need certain relationship, free trade agreement, ect.?

It's diplomatic standing. If you get up to +50, they'll trade tech. Higher for special racial tech, I believe. Perhaps it's adjusted by difficulty level though (50 is for extreme).

Thanks, been trying to figure that out. Makes it harder for the more aggressive races, you can't say give me your tech or I'll declare war :(
