Thats an old one that i get since the release of Distante World Universe.
Basically, after some time in game passenger transports stop moving my population from my crowded planets to my empty colonies, they dont emigrate either or do nothing else.
They only work if I allow tourism, and even with a low priority they do nothing else but ferry tourists from one place to another.
One adittional information, I tend to use the ingame editor at game start to give buff to the AI empires, like increasing planet size and quality for their capital (and mine)
Can you guys plz fix this?
