Is it intended that developement bonus are not adding up on the Total % development of the colony? In my opinion, if a colony is able to build 2 low level wonder +20% dev. bonus for exemple, the colony is more developed than an other colony that only have 1 wonder.

That is working as intended. If you have multiple wonders that give a develop bonus, only the highest bonus is applied.
