Odessa is a good investment, if its cut off the units will rout if it falls so you save them and it can force a useful diversion of German strength. They found the corps-army structure put too much pressure on a very limited command capacity. Things were in such a mess in July-September that orders just got lost, and it was as easy to link the divisions to armies. At the start you have an OOB as the Soviets envisaged the war. The armies/corps in the Fronts were meant to stop the German offensive. Then the corps linked to the Front were meant to give them flexibility about where and how to apply their counterattack. When the corps were reconstructed it was an organisational concept not an intermediate command level. The game is pretty good at all this - it misses some odd cases such as command corps staying in the OOB for some time on the quieter sector and some combat formations at the corps level being reported as existing by about Feb 42, but overall the flow is right. As a tip, don't load up your armies to the 24 capacity, keep them at 21 (at the most) which is the capacity from October or even better near to 18 (which is the final position). This will save you admin points over time and also makes better use of the low support capacity of most Soviet army HQs
