Steel Panthers features occasional breakdown, Combat Mission Confusion when units slow or don't response to orders, always higher chances for the Russian player, could be a way to model this in the game? How about a small random chance that AP points lower for a turn, for example? Or some other way?

That sort of thing is most definitely on the to-do list. Optional Rules, of course.
