Ruin Effects Moddable? (Full Version)

For my last 2 games the special ruin "Energy Engineering Facility" hasn't been working.

I have had the Techno Nexus in both games, the research bonus from that ruin seemed to be working correctly and was displayed on the research screen.

I looked through the game text files, I found a mention of the facility but there weren't any values just text.

Are the values for ruins moddable? If so I'd like to just see if I can find the problem.

You can see the value directly in the in game editor when you double click the planet in question to view the tech bonus and alter it if you feel it is required.

Generic ruins you can change in the game editor. Special ruins are not moddable.
