Question is straightforward. How? Strangely, couldn't find any guide whatsoever. For example, how can I meet Shakturi? Their invasion is preplanned on a certain date or there is some conditions galaxy must meet?

Make sure to explorer all ruins and beacons throughout the galaxy. That will move the storyline forward. There is game dialogue that mentions this to the player.
