Blackstork -> Subjugation Victory Condition is not working (9/30/2014 9:08:45 PM)

This was reported originally by player Hawkeye_BF - he played my mod Beyond Extended Universe and set victory condition only to race-specific.
The problem he met is that while being empire which subjugating most empires in the galaxy, he were not getting credit for it, and thus were not able to win the game.
Here are screenshots and save, tho save can be used only if my mod which is around 2gb download installed.

the problem is not related to the mod, because it does not attempt to change mechanic of victory. Simply victory condition is not working (ver. 1.9.5.8)
