There's a rather significant difference between volunteer private citizen health workers and active-duty soldiers, specifically how easy/difficult it is to get either party to go to West Africa knowing that there is (or isn't) a quarantine waiting for them when they get back.

A soldier in quarantine is still drawing pay, and not getting in trouble over absence from the regular job.

Agreed. That's precisely why travel bans don't work.
