Can't set troop loadouts for multiple ships

Hello, I am trying to assign troop loadouts for several ships. I have opened the "Ships and Bases" window, filtered for "Troop Carriers" and then selected the first three ships using Shift+Clock. When I then assign troop-loadouts (or even just disable troop loadouts), the changes seem to be lost. Shouldn't they instead be applied to the selected ships? Anyone else have the same problem?
