The territorials that go out of their country keep their movement benefit. They should not. This can be checked in this save (select Indian territorial in Siam and move it into the jungle hexes)

I see no bug. If I move the Indian TERR near Singora to Kafang, it states the correct number of movement points used for Jungle (2).
