I'm trying out the new patch and I noticed that Russian troops in contact with German troops don't receive any replacements. A rifle division stayed exactly at 57% TOE over multiple turns despite being on Refit. Once I move the division away from the enemy unit it receives replacements.

Is this intended?

Not an expert by any means yet, but I recall 'somewhere' that there is a new prioritization emphasizing units out of contact with the enemy, units more than 9 (10?) hexes away from the enemy, and then refit speeds the replacement to the latter much more than the former. As I recall it being summarized, refit is much more realistic in that you'll get more troops, but only when you're further out of contact and in optimal supply.

Two rules cause this:
For human player unit on refit next to enemy are not in refit. Also, Soviet infantry units do not replenish over 60% TOE when not on refit (German infantry after 41 does not replenish over 70).

Thanks for explaining this. The second rule doesn't matter to me because I actively manage TOE. I think the first rule will be major headache for the Russians in 41.

I believe this is up for review as it causes a major snowball effect.
