Support Units Moving From LOCKED HQs (Full Version)

I have my Army HQs LOCKED and have assigned Sapper and RR Construction units to them and some units have moved.

Why is that happening when I have the HQs locked? Shouldn't what I put there stay there since locked?

I know units have moved because I'm keeping track on a wordpad document since I've put these support units where I wanted them.

If the missing units are the RR Construction units, look for them on the map. Afaik RR units that are on map repairing are not listed in their HQs.
