In this save (starting at vichy franch creation) it appears that some french units are stuck when it comes time to move them out of occupied france.

application version: 1.2.3.2 (latest beta)

Instructions to reproduce:
- load the save
- say yes to vichy creation
- move italians out of france
- rebase french ships at sea
- try to move the french units that are in occupied france to vichy france. the units behind the line and the stack surrounded in the forest make it, however the stack in Lille and the 4 units near metz are unable to move to the nearest stackable hex (or any hex it appears).
The game therefore appears stuck, as it's impossible to end the phase until those units are moved.

Let know please if this is indeed a bug or am i misunderstanding a rule or game mechanic,

I don't think there is a bug here, regarding the relocation rules of the units.

Only units in Axis controlled territory have to be relocated into the nearest hex possible. The hex in Belgium is stated to be a valid hex to relocate French units too, since it isn't part of France and under the control of the Free French.

So this means that if you want to relocate units out of the Lille/Metz area, you first have to fill up the hex in Belgium (since it is the closest hex a unit can relocate too).
