Just curious if this means they were mixed Wehrmacht-SS units or something?

They are non-elite SS units.. No bonus for them...

Hello

Some Waffen SS units where formed from foreign volunteers and conscripts. Some where also prisoners of war. As a result certain SS units performed not so well.

I'm playing my first game as the Germans, so I agree 100 %!
Maybe Germans as Elite and Elite SS as Elite Elite?

there plenty on none elite divisions in the OOB, if you look at it maybe only a very small percentage are even elite line troops with most being secondary or standard types, any units that gets replacements rarely even ever get back to elite status right away or at all with attrition etc it lowers not only morale but efficiency as well, while in name and paper it sounds good but in practice they didn't always fight the same until retrained, rested and refit...
