I'm seeing a "v1061" Update on the ftp server, while the site(s) still link to "v106".

Is this the patch including the new visual c++ libraries?

Yes. They added that to installers.

For some reason I got this error when trying to run the game on my 2 and 1/2 year old laptop but not on my 5 year old desktop.

Running the x86 redistributable fixed it (though I show the current link as: https://www.microsoft.com/en-us/download/details.aspx?id=30679 )
