I've had a couple of interesting cases of enemy units routing to interesting places. 2 Italian units routing 5 hexes and crossing the straits of messina,that's what I call cowardice. The second one was 2 units routing from Trapani to the ne tip of sicily,that was immpresive. I know they probably won't be able to rally,but if they were german? I can't figure out how to upload a save everything I try fail's.

You have to zip it up first.
Were the enemy units isolated (i.e. cut off for a full turn)? The turn they are surrounded they can still rout away, and as long as they had been in supply on their last turn they can rout over water (assumed they have access to the port that kept them from being isolated). If however they were isolated, than they should not be routing as you described.
