Air base HQ changes (Full Version)

The manual states that air bases will not automatically change HQs unless the AI control option is selected. I'm finding that some of the Allied bases under my manual control are changing HQs from turn to turn. For example, two bases in SE England switched from RAF Fighter Command to 2nd RAF Tactical. Has anyone else experienced this?

Thanks, Belphegor. I searched the manual and the forums, but did not find this thread. It describes exactly what has been happening.
