How is an AESA radar modeled differently from PESA radars in command?

When looking at the data in the database in baloogans wiki website, what specific data accounts for the differences between these radars.

Also, if anyone is willing and able it would be great to have someone explain how the data/characteristics of the radars in the game affects their performance. Same for sonar.

This is explained in detail by the devs in an early thread about EW. I however can't seem to find it now.
