In other words once you have found an oilwell/oremine deep into territory that has no rr your only option to take it and upgrade it, is build a rr all the way to those mines/wells. So what I sometimes do during early game is take it with fast units such as cavalry, they can move farther without getting out of supply. Then later on when I have engineer units and the time/ore (to build the rr) than I move an engineer unit to that hex.
