Playing GC41 (Alt CV) as Axis against AI to get familiarized with 1.08.01b.
I have 2 Rumanian Corps under 4th Rumanian Army which have quite a few SUs. I'd like to move those SUs to Army level for later redistribution, but they refuse to move up turn after turn. The 2 corps are right next to the Army HQ, with support level is at 0, with support level of 4th Army is at 9. Why won't they move up? I tried the lock HQ game option on or off, no effect.
Am I missing something?

Romanian Corps HQ attached to Romanian Army HQ, correct?

That's a bug, I believe.
If the Romanian Corps is attached to a German Army HQ, then the SUs cannot move. SUs cannot move between HQs of different nationalities.

With regard to Pioneer SUs and Construction/Railroad Construction SUs, these never transfer in the passive system. You always have to directly re-assign pioneers and construction SUs to whatever HQ you need them. (For whatever reason, that issue has never bothered people enough to solve it.) That's one reason why I play the AI with custom Admin settings for the German.

Helio, yes the Corps are attached to the said Army, and most of the SUs are not Pioneer or Construction.

So it seems to be a bug.

SU may be attached only to a HQ of the same nationality. That's probably blocking their auto-move. You have to move the Rumanian Corps HQ with SU in it close to another Rumanian HQ and then use manual reassignment.

Morvael, yes the 2 Romanians Corps HQs are under the Romanian 4th Army and right next to it, yet their SUs won't flow up to the Army.
