I just had a CV-CV battle near Townsvile. I lost the battle( badly), and a number of remanents landed at Carins. The problem is that Cairns had an airfield damage of 83. So, aircraft can land but not transfer or fly missions. There is something wrong about this picture. I do think that aircraft should be able to transfer out of a damaged base. How damaged I don't know, but if they can land there without damaging all of the aircraft, they should be able to take off again and transfer to another base.

If the airplanes of a base can't fly out becuase of badly damaged airfield, planes from other bases or carriers shouldn't be able to land there. If in any case we allow it, operational loss of the airplanes land there shuld be extreme but pilots could be saved.

Yes, and there is a lot of difference between aircraft loaded for a strike mission and one transferring to another base. The transfer aircraft would be a lot lighter and could take off in a shorter space.
