According to the DB for most of the generic ELINT sensors, it says about 800 nm. Obviously, closer IS better and keeping the ELINT bird high enough to avoid obstacles is also good, but keeping the bird safe should be kept in mind and you can have an escort of fighters attached for this, as well. As an example, look at the Iron Hand official scenario. I usually have a Support track set up for the Sukhoi ELINT just northeast of Mozdok AFB, but also another Antonov ELINT run a support track at the northern edge of the Caspian Sea. Having a pair of Flankers running an AAW patrol in the vicinity keeps the Azerbaijani fighters off them, plus they're in position there to ambush any Azeri MiG-29s trying to kill any attack birds, if need be.
