This is the situation: 3 players A, B and C, all on same continent. Player A gifts an oil or raw hex to player B. In player's B turn he receives the resource and immediately gifts it to player C. As a result, in the same round three players have received the output of the same resource hex.

Player C can gift the resource back to player A and start the sequence again.

Has anyone else noticed this?

Don't feel bad the AI does not actually need oil or raw.

Fair enough. I am working on a human only WWII scenario and noticed this when Romania and Germany were transferring oil. I have worked around it by blocking hex transfer with rule 529 and using action cards to transfer oil or raw. The transfers do not take effect until the following round which prevents them getting counted twice.

Well the only problem with that is when an ally recaptures your territory and can not give it back.

I think I have it sorted. Each round a Regime can transfer one of his resource hexes, but only to a Regime he is allied with. The player gets to choose both the hex being transferred and the recipient Regime. The transfer will take place at the beginning of the next round.

There are a few other Regime conditions I have included in the events that handle this. With my admittedly not very efficient programming the events run to about 300 lines but it seems to work smoothly now.
