What does this actually do? Most of the wonders improve the local "development" by some percentage - but building 2-5 of them doesn't seem to directly change the world's "overdevelopment" level in the game's top-worlds list. My HW comes in sometimes at 145% developed, and others as high as 185%. But... building more wonders doesn't change that figure at all. I've no idea what does, nor what that number actually means?

What does any of this actually mean???

I never looked too closely at the numbers, but.

Higher development gives more revenue (gives more money from taxation).

A fully supplied colony defaults to 100.
Add the bonus for the strategic they want (5%?)
Add development bonus from a ruin if present.
Add 30? if they got a store of an ultra rare.

And add the bonus from any wonders.

I have never bothered much about that top colony list, maybe something is off?

I'll add that as far as I know, only one wonder (or other facility) can add to the development/culture value of a planet at a time. If you have the Bakuras Shipyard, the Trade Bazaar, and the Ruusan Tech Lab all built on your homeworld, you'll get only the best development/culture bonus of any of those wonders, not some combination of the development/culture bonuses from all of those wonders.

Yeah, usually you only get the highest bonus, they don't stack. The unique resources do stack with any existing wonders though.

Thanks - I suspected that might be the answer. So... spread the wonders out (if possible - hard to get them built in time anywhere else).
