You gave great instructions but I am confused about several points above:
1) Refers to the main folder?
3) Where is the Settings folder and how do you create a mod.txt file?

What files do you mod to put in the MyNewMod/Data/ file?

1) Refers to the My Documents folder. For me this is "C:\Users\Lukas\Documents\My Games\Order of Battle - Pacific\", but it depends on your own Windows settings of course.
3) You'll find the Settings folder in the path in point 1

You can copy any of the TXT files from the <game root>\Order of Battle - Pacific_Data\Resources\Data folder to your MyNewMod\Data folder and modify them there.

Note that none of this has been tested extensively yet, so if there are issues do let us know as we tend to expand and improve modding in the next patches.

This is incorrect: the mods go into the "scenarios" folder (according to the Slitherine forum).
