You have to login first it won't be on a normal webpage.
Also, you have Steam itself the app downloaded? If not click on the green download link on various points of the Steam page, grab it, and then once it's set up, then activate the codes.

Yes you need to download it. Though once you do, and then activate the games within it, download and install them, at least for Matrix games you can just create a direct desktop shortcut to the .exe files of the games in the directories they are installed, and will never have to log into Steam again.

Yes, you have to have the STEAM client to play those games that you get elsewhere that use steam as their actual distribution of games site. Gamersgate uses it, Greenmangaming uses it, Humble bundle uses it and I think GOG does also on NEW releases.
So you HAVE to install a steam client and set it up. It's not hard you just have to make a login name and password like all the rest. Then when you LOG into Steam at the TOP LEFT of the first screen you see will be the word GAMES. Click or put you mouse pointer over that and look for "Activate games on Steam" as I said it will take you through a process and then let you input your key codes and then download the game or bundle.
