Does this feature mean a dedicated computer hosting the game
and if yes, is a second licence required?

no it is a way to bypass NAT issues. I still find the host has to set port forwarding correctly, but not normally needed for joining players.

Will there be any LAN issues. We have our club session every Saturday night. We all have a copy. Any tricks we need to know about?

Shouldn't be, I would use LAN play between my desktop and laptop to test items in MP during development. Just use the local IP used inside the LAN and do direct connect and you should be just fine.
