The manual describes a regional decision on railroads: Switch from road to railroad, only in planned regions. I've never encountered it. I thought if I opened the 1864 scenario in Bloody Roads South I would be able to find an example. Was this ever implemented? If so, what's the easiest way to find a time and region where it is an option?

It is not currently an available option. It intends to account for the railroad built near Mobile.
