Cant get full screen

When I play War in the East which I installed through Steam I cant get the window to full screen. The header and footer bar for the windows program is always there and I cant see the tops and bottoms of the game screens even when I tell it to go to full screen it doesnt. How do I correct this. Thanks. Bill
