Saved games not restoring right

I am playing as Germany on the Grand Campaign (the one where you place your armor on the first turn). I saved the game after turn 7. When I now restore that game, I end up with negative production because my force size thresholds all changed. Suddenly I am now level 4 and paying much more per unit for maintenance. Is there any way to fix this? I am playing version 1.06 on Steam. Attached is my save game file.
