Global War, 1.4.5, Solitaire:
When trying to build the Italian synth oil factory, costing 8 BP, and NOT the Lybian oil field, costing 10 BP, it is not possible to choose it when Italy has 10 or more build points left to spend, the game always seems to select the Lybian oil field in this case. That seems somewhat odd to me considering how the rules function for other units of same type but with different costs.
Works as designed?

edit: In fact you can't even build the synth oil if you have less than 10 BP but only 8 or 9 available.
