(Why can't I paste a picture Here?) Picture in next post. Shows USA with 30% chance to declare on Japan. but, USA has requisite ships in Pearl Harbor (not +2), unconquered China with JPN troops present (-1), and a starting roll of 4 for JPN tension of 17-23 and US Entry of 39-43. GE is correct. so I think the bug has something to do with Pearl Harbor. Ships have been in Pearl for about 2 turns.

Picture of USA Declare War Bug. Maybe I just can't read the chart right or something.... Option 34 was chosen (by the way). Phil

Phil Your problem was that the carrier air units in Honolulu were not on the carriers. So the presence of the carriers failed to satisfy the requirement of carriers in Honolulu. Yeah, the program is picky about that.
