I have two USA Inf HQ's in Canton (Mac 5-4-3 and Clark 6 2 2) There is an Inf Div stacked with them My understanding is that my foreign troop commitment should be 6 USA units besides the 2 HQ's in China. However, I can only move on USA Inf from neighboring Vietnam into China before the error message (this would violate foreign troop commitments) shows up. It's like the game is not seeing Mac. I mean, how can anybody forget about Douglas MacArthur with his sense of self-promotion?

I think I figured it out. It's the ships located in Canton eating up Foreign Troop Commitments.

yes ships count toward Foreign Troop Commitments
