It suffices to be within range of the relevant HQ. The bolded step above is important, I just realized I had missed this step in a current game when I saw my Betties dropping bombs. I had done the other steps, loading 20 torps and setting inventory to 100, but I didn't realize I had turned replacements off for that HQ at some point, and had to turn it back on to get it to restock.
